The usage of فارط (cf. 3:25) is still popular in modern Tunisia, they even write السنة الفارطة or so.

The letter of ف in Rom 3:23 f.131r فانهم seems to have both the Maghribi dot below (though very week as if it was not completed) and the Oriental one (rather bold) above. A similar case is attested supra f.130r فاهم (Rom 3:11) .
